<p>Lately, I don&#8217;t even have time to walk by Duomo, so I haven&#8217;t done this for a while.<br />

<p>Glas u zamjenu za posao u državnoj administraciji. Za bolničke troškove. Za pun rezervoar. Za 50 eura. Za račun od struje. Za telefonsku dopunu. Za hranu.</p>
<p>Zvuči poznato.</p>
<p>Manje je poznato da demokratiju ne kupuju (i ne prodaju) samo Marko, Janko i Petar, već i Djovani, Pietro, i Loredana.</p>
<p>Ova transakcija, u kojoj se najvažnije gradjansko pravo prodaje u zamjenu za instant-gratifikaciju (ili u najboljem slučaju bolje sutra u bukvalnom smislu) pojedinca, veoma je rasprostranjena i u Italiji, i daleko je od toga da se radi o novoustaljenoj praksi.</p>
<p>Klijentelizam, koji se definiše kao razmjena dobara i usluga u zamjenu za političku podršku, je fenomen koji datira još iz doba antičkog Rima. Sam termin potiče iz latinskog &#8220;cliens&#8221; &#8211; građanin koji je zbog nezavidne pozicije u društvu prinuđen da se potčini zaštiti patrona u zamjenu za političku podršku. Već u rimskom pravu, regulisano je krivično djelo kupoprodaje i razmjene glasova za usluge.</p>
<p>Ova praksa u Italiji opstaje do danas. &#8220;Previše ljudi kupoprodaju glasova ne vidi kao užasnog neprijatelja demokratije već kao magičnog saveznika koji daje ponudu koju je teško odbiti&#8221;, navodi novinar i pisac Roberto Saviano koji godinama prati ovaj fenomen u Italiji.</p>
<p>Pojedine prakse kupoprodaje glasova u Italiji veoma podsjećaju na one koje se praktikuju u Crnoj Gori. Primjera radi, na Savijanovoj Fejsbuk stranici prijavljen je izmedju ostalog slučaj kupovine glasa u zamjenu za povratnu avio kartu studentima koji su studirali van rodnog grada (kao kada je uoči referenduma crnogorskim studentima koji su glasali za nezavisnost nuđen povratan let avionom iz Beograda, dok je opozicija pristalicama unije sa Srbijom nudila kartu na istoj relaciji, ali autobusom). Neko je prijavio i prijetnje da će biti zatvorena lokalna škola fudbala ako ne pobijedi odredjeni kandidat (strategija zastrašivanja u liniji sa prijetnjama da nećemo imati turista ako se Crna Gora odvoji, od kojih su izdavaoci soba na primorju mjesecima imali noćne more).</p>
<p><strong>SICILIJA: Mafija kupuje glasove</strong></p>
<p>Podrazumijeva se da su najpodložnija kupoprodaji glasova ona mjesta i oni glasači koji su najsiromašniji &#8211; što je veća bijeda u narodu, jeftinija je cijena glasa. Što je veća neinformisanost i neobrazovanje, lakše je ubijediti građane u legitimnost prodaje glasa, odnosno u beznačajnost sopstvene uloge u političkom odlučivanju.</p>
<p>Jasno je da u političkom sistemu u kojem se partije uzdaju u kupovinu glasova kao najsigurniji način do vlasti, ne može postojati izražen fokus za napredak najugroženijih slojeva. Unaprediti najočajnije bilo bi ekonomski neisplativo za partije kojima je kupoprodaja glasova jedno od glavnih alata predizborne kampanje. Siti i zadovoljni glasači skuplji su od očajnih i gladnih.</p>
<p>Prateći ovu logiku, najveći broj glasova se kupuje na siromašnijem jugu Italije. Prema pojedinim procjenama, samo na Siciliji se može dostići cifra od 300.000 kupljenih glasova, od ukupno 4 miliona registrovanih glasača, što čini ovu regiju jednu od najinteresantnijih kada je u pitanju dobijanje vlasti (nešto poput Ohaja u Americi, ali iz drugih razloga). Zanimljivo je da je Berluskoni često imao iznenađujuće jaku podršku upravo na Siciliji.</p>
<p>Uloga mafijaša u iskorišćavanju ljudske bijede za dobijanje ekonomske dobiti logičan je izbor, pa i ne čudi da su posrednici u kupovini glasova često upravo pripadnici mafijaških klanova. Političar koji kupuje glas je poput doktora koji iznevjeri Hipokratovu zakletvu, pa ne čudi da takvi ne prezaju od saradnje sa saboterima društvenog napretka u cilju postizanja sopstvenih interesa.</p>
<p>Nije rijetkost da mafijaške organizacije finansiraju kupovinu glasova za odredjenog kandidata, da bi kasnije preko tog kandidata sebi garantovali prolaz na milionskim tenderima za gradjevinske i druge poslove. Na ovaj način se postiže da veliki broj lokalnih funkcija, pogotovo na jugu, pokrivaju ljudi bliski mafijaškim klanovima, koji garantuju održavanje mafijaškog uticaja, opstanak bosova na slobodi i razvoj kriminalnog biznisa pod okriljem naizgled regularnih kompanija.</p>
<p><strong>MILANO: Trgovina sa Ndrangetom</strong></p>
<p>Kao i kod nas, i u Italiji je je kupoprodaja glasova praksa koja se tiče svih regija, ali i svih političkih partija. Čast rijetkim izuzecima tamo gdje ih ima.</p>
<p>Da se glasovi ne kupuju samo na jugu, pokazuje podatak da je krajem prošle godine u Milanu uhapšen savjetnik regije Lombardija, Domeniko Zambeti, uz optužbu da je uz pomoć pripadnika kalabrijske mafije Ndrangete, kupio 4.000 glasova po cijeni od 50 eura po glasu. Šezdesetogodišnji Zambeti je član Berluskonijeve partije Narod slobode (PDL)</p>
<p>Zambeti je primjer u kojem mafija podržava nekog kandidata ne zato što im je konkretno on potreban, već zato što im je plaćeno da mu kao posrednici osiguraju glasače (Zambeti je optužen da je predstavnicima Ndrangete platio 200.000 eura za 4.000 glasova).</p>
<p>Radi se o prodaji glasova u takozvanim paketima &#8211; političar plaća posredniku &#8220;paket&#8221; glasova u zamjenu za unaprijed određenu sumu. Posrednici osiguravaju glasove lobirajući na razne načine kod građana. Cijena pojedinačnog glasa zavisi od toga da li se radi o lokalnim, regionalnim ili nacionalnim izborima. Učestala praksa je da se glasaču da pola sume unaprijed, a druga polovina nakon izbora, odnosno nakon što je pokazao telefonom uslikani glasački listić sa zaokruženom &#8220;tačnom&#8221; opcijom.</p>
<p>Posrednici zarađuju najviše na najugroženijim karikama društva &#8211; osobe koje su do guše u dugovima zamijeniće glas za plaćen račun, oni koji ne mogu priuštiti važnu operaciju za svoje bližnje nagovoriće čitavu porodicu da glasa za željenu opciju. Na kraju, gladni će glasati i u zamjenu za punu kesu namirnica iz supermarketa.</p>
<p>Pored siromašnih i očajnih, još jedna grupa kod koje je lako obezbijediti glas su mladi &#8211; zabilježene su prakse zamjene glasa za telefonsku dopunu od 50 eura, za pun rezervoar, za prvi posao i to ne nužno sa dugoročnim ugovorom &#8211; u pojedinim slučajevima glas je mijenjan za sezonski posao od svega nekoliko mjeseci.</p>
<p>&#8220;Izbori se ne pobjeđuju u Rimu, Milanu, Torinu, kako se pogrešno vjeruje samo zato što veliki gradovi djeluju kao glavni teren borbe između ideja i političkih programa. Izbori se dobijaju u malim mjestima, u provincijama, od vrata do vrata, usluga za uslugu, obećanje za obećanje, 50 eura po 50 eura. Dok nas televizija i novine navikavaju, i odvlače nam pažnju fokusom na dijalog izmedju kandidata za predsjednika Vlade, sve zapravo biva definisano na lokalnom planu kroz glasove koji ne poštuju silogizam: biram te zato što vjerujem u tvoj program&#8221;, ističe Saviano, koji logiku prodavca gradjanskog prava opisuje ovako: &#8220;Glasam za tebe zato što si mi učinio uslugu, zato što ćeš mi je učiniti, ili zato što si u mogućnosti da mi je učiniš, ne zato što vjerujem u tvoje ideje&#8221;.</p>
<p>U sistemu koji se održava i regeneriše kroz kupoprodaju glasova, osjećaj za zajednicu ne može opstati, kako kod političara tako ni kod samih gradjana, jer prodajom glasa građanin poručuje: glasam za onog koji će učiniti nešto za mene, i to odmah, suprotno idealima prema kojima bismo trebali glasati za one koji će dugoročno osigurati bolji život zajednice.</p>

<p>The use of Twitter, Instagram and mobile apps for distribution of service information related to earthquakes in Emilia Romagna reached levels that were unimaginable just three years ago, when Aquila was hit by an even more devastating quake.</p>

<p>Niz zemljotresa koji je protekle sedmice pogodio Sjevernu Italiju, bio je emblematičan primjer mutirajuće uloge mobilnih aplikacija i mikro-bloging platformi. Upotreba <a href="http://www.twitter.com/">Tvitera</a>, <a href="http://instagram.com/">Instagrama</a> i mobilnih aplikacija kao alata za distribuciju servisnih informacija vezano za <a href="http://www.vijesti.me/svijet/baranka-bolonji-ovdje-je-frka-ljudi-su-ulicama-ponovo-trese-clanak-75711">potrese u Emiliji Romanji</a>, dostigla je nivoe koji nisu mogli biti zamislivi ni prije svega tri godine, kada je Italiju pogodio još razorniji zemljotres u Akvili.</p>

<p>Posljednjih nekoliko dana, najpopularnija mobilna aplikacija na italijanskom Apple Storeu bila je <a href="http://itunes.apple.com/it/app/ingvterremoti/id424180958?mt=8">INGV terremoti</a>, zvanična aplikacija Instituta za geofiziku i vulkanologiju, čija je svrha monitoring i lokalizacija zemljotresa na teritoriji Italije u realnom vremenu.</p>
<p>Na Appleovim top listama u Italiji ovih dana našle su se još tri aplikacije za monitoring zemljotresa: Allarme Terremoto na trećem mjestu, Shake-terremoti na sedmom, i Terremoti na 20.mjestu (poređenja radi, Instagram je na 25.mjestu).</p>
<p>Iako ne nudi funkciju koju najviše priželjkuju svi oni koji su “skinuli” ovu aplikaciju (predviđanje zemljotresa), <em>INGV terremoti </em>iznenađujuće je dobro strukturisana i zaista informativna.</p>

<p>Ulaskom u aplikaciju prvo se otvara lista potresa (najnoviji u vrhu), prikazujući lokaciju, jačinu, i udaljenost epicentra od geolokacije korisnika. Opcije dozvoljavaju da se lista organizujei po jačini – od najjačeg ka najslabijem. Treća mogućnost na osnovu vaše geolokacije u vrh stavlja potrese sa epicentrom najbližim vama (poštujući opet kao drugi parametar hijerarhiju od jačeg ka slabijem). Aplikacija sadrži i mapu geološkog rizika u Italiji.</p>
<p>U sekciji info nalaze se instrukcije kako se ponašati u slučaju zemljotresa, uz rječnik seizmoloških izraza, objašnjenja fenomena, listu najjačih zemljotresa u posljednjem vijeku… Sve ovo riješeno je prilično intuitivnom navigacijom.</p>
<p>Naprednom pretragom moguće je pretraživati prethodne zemljotrese prema zoni i vremenskom opsegu,  a pod sekcijom “ostalo” moguće je posjetiti Youtube, Twitter i ostale stranice Instituta.</p>
<p>Dodatni adut aplikacije je što je radjena od strane najautoritativnijeg italijanskog organa kada su u pitanju zemljotresi – Institut za geofiziku i vulkanologiju INGV, koji je kvalitetom ove aplikacije uspio da razbije opšte rasprostranjeni mit da su zvanični organi nazadni po pitanju novih tehnologija.</p>
<p><strong>Twitter</strong></p>
<p>Još jedan alat za “kontrolu situacije” čija je upotreba tokom potresa bila impresivna, bio je Tviter. Može se slobodno reći da je to bio glavni “grassroots” kanal servisnih informacija medju građanima, ali i važan izvor informacija tradicionalnim medijima.</p>
<p>Od pitanja “Jeste li osjetili novi potres prije par minuta?” uz hashtag grada u kom se nalazi tviteraš, preko uputstava za volontere, apela da se ne opterećuje mobilna mreža pozivima koji nisu neophodni, preko hvalisanja političara da su krenuli da lično izvide situaciju u pogođenima zonama, do linkova na medijske izvještaje i po kojom besramnom promotivnom porukom – pod haštagom <a href="https://twitter.com/#%21/search/%23Terremoto">#terremoto</a> (koji je danima konstantno bio u vrhu Trending topic liste) sjatile su se zvanične institucije, političari, građani, mediji, kompanije.</p>

<p>Opština Modena javlja preko zvaničnog naloga da lopovi haraju pogođenim zonama</p>
<p>Nije manjkao ni po koji pokušaj “korištenja gužve” za autopromociju. “Social deal” platforma <a href="https://twitter.com/Umb80/status/207410368581091328">Groupalia</a>pod ovim haštagom je ponudila egzotični aranžman kao alternativu za bjekstvo od zemljotresa, a lanac restorana <a href="https://twitter.com/riverblog/status/207448345562726402">Prenotable</a> pozvao tviteraše da svrate u jedan od njihovih 800 restorana na ručak da im prođe strah. I jedan i drugi gaf izazvali su more negativnih tvitova, dospijevši dan kasnije i do naslovnica glavnih novina u Italiji.</p>

<p>Nasuprot ovim oportunističkim blamovima, nekoliko inicijativa građana bilo je za svaku pohvalu. Odmah nakon prvog potresa pod haštagom #teremoto počeo je da se širi apel građanima pogodjenih zona da uklone lozinke sa svojih Wi-fi mreža i tako omoguće onima u nevolji da sa svojih telefona komuniciraju i u momentima pada mreža mobilnih operatera.</p>

<p>Časopis Wired preko svog naloga daje link za interaktivnu mapu tvitova o zemljotresu</p>
<p>Tviter je bio ključni kanal distribucije još jedne inicijative za primjer – nekolicina blogera koji su sami pravili liste hotela koji nude besplatno prenoćište osobama evakuisanim iz svojih kuća (nisu manjkale ni ponude korisnika Couchsurfinga), zatim liste prijeko potrebnih namirnica (od vode, pelena i mlijeka, preko četkica za zube, do pokrivača i šatora)… Ideja je bila da se u realnom vremenu, prije tradicionalnih kanala komunikacije, okupe sve servisne informacije na jednom mjestu.</p>

<p>Generalni sekretar Demokratske Partije na Tviteru javlja da ide lično da izvidi zonu pogođenu zemljotresom</p>
<p>Tvit se dakle pokazao kao brži i direktniji način za dobijanje hiperlokalne informacije u realnom vremenu, od bilo kojeg tradicionalnog kanala. Iako su mnogi zvanični mediji izvještavali u gotovo realnom vremenu, redakcijski procesi (ma koliko brzi), čine da vremenski “škart” mora preovladati. Osim toga, razmjena direktne komunikacije izmedju građana je tu mnogo manje neposredna nego na Tviteru – gdje ”@” rješava stvar.</p>
<p>Naravno, ne treba zapadati u opčinjenost novim medijima do mjere da se zanemari da se mnogi za ove informacije ipak i dalje okreću tradicionalnim medijima. Ipak, tendencija ka novim kanalima ovoga puta imala je pojedina svojsta koja su bila svojevrstan presedan. Podrazumijeva se, kao što to biva sa svim medijima u istoriji – novi kanali ne zamjenjuju stare već im se pridružuju kao komplementarni.</p>
<p><strong>Građani reporteri</strong></p>
<p>Neposrednost i brzina distribucije informacija na Tviteru doprinijeli su i da se on ustali kao najlogičniji kanal za distribuciju “breaking news” fotografija građana reportera.</p>
<p>Nakon inicijalnih ekstaza od prije nekoliko godina, danas je jasno da građani reporteri neće zamijeniti novinare, ali njihova funkcija ostaje ključna u vidu izvještavanja sa lica mjesta u slučaju nepredidivih dogadjaja kao što su upravo zemljotresi.</p>
<p>Kao što se to dešava još od 11. septembra 2001, preko tajlandskog Cunamija 2004, i bombi u Londonu 2005, pa sve do nedavnog arapskog proljeća, medijski izvještaji usljed elementarnih nepogoda sve su puniji foto i video materijala koji su snimili građani očevidci, a posljednjih godina upotreba “pametnih” mobilnih telefona eksponencionalno je porasla i sve više zamjenjuje foto-aparat i video-kameru kad su u pitanju izvještaji građana reportera.</p>
<p>Tako je bilo i ovoga puta, uz jedan neočekivani detalj – veliki broj građana fotografije iz zemljotresom pogođenih zona <a href="http://search.stagram.com/search?q=%23terremoto">kačili su direktno na – Instagram</a>. Izvještavanje o katastrofama i nije prvo što vam padne napamet kada pomislite na ovu popularnu platformu za dijeljenje fotografija sa mobilnog telefona, pogotovo ako uzmemo njihovu zvaničnu pozdravnu rečenicu: “Zabavan i alternativan način da podijeliš tvoj život sa svojim prijateljima”.</p>
<p>Da li je ovo znak da će i Instagram vremenom biti prinuđen da koriguje uvodnu rečenicu, kao što je to svojevremeno učinio Tviter? Ova društvena mreža je 2009. promijenila uvodnu rečenicu sa “Šta radiš?” u “Šta se dešava oko tebe?”, nakon što se spontano razvila praksa distribucije ekskluzivnih vijesti putem ovog kanala, koji je prema ideji osnivača trebalo da služi za neobavezno ćaskanje među prijateljima.</p>

<p>Munjeviti uspjeh Instagrama dijelom ima zaslugu u intuiciji osnivača da potpuno zanemare kompjuter i fokusiraju se samo na upotrebu mobilnog telefona. (Za razliku od <a href="http://www.flickr.com/">Flickra</a> koji je nakon dužeg primata u dijeljenju fotografija, doživio pad upravo zbog neuspjeha da se prilagodi mobilnom tržištu).</p>
<p>Kao što se za zemljotres ne zna kad će ponovo udariti, tako se kod društvenih mreža ne može znati koliko će one trajati (popularnost nije garancija istrajnosti kao što je davno pokazao <a href="http://www.myspace.com/">Myspace</a>). Ono što je evidentno je da se u ovom momentu mreže poput Tvitera i Instagrama ustaljuju kao “mainstream” kanali brze razmjene informacija sa sredinom.</p>
<p>Instagram, sa svojim fokusom na jednoj fotografiji (za razliku od Fejsbuka gdje jedna fotografija u albumu djeluje usamljeno), i Tviter sa svojih famoznih 140 karaktera (za razliku od blog posta koji zahtjeva veći ekran), pokazali su se savršenim alatima za mini ekrane mobilnih telefona, gdje i njihova upotreba djeluje i prirodnije nego na kompjuteru.</p>
<p>Kao takve, one su se spontano afirmisale u aplikacije za pokret i u pokretu, nalazeći (prvo Tviter, a sada možda i Instagram), svoju maksimalnu funkciju u nepredvidivim momentima socijalnih nemira i elementarnih nepogoda – i to uprkos funkciji za koju su prvobitno osmišljeni.</p>
<p>Budućnost društvenih mreža nepredvidiva je kao zemljotres, ali jedno je sigurno – danas drmaju Planetu.</p>

<address><em>The ongoing urban project may sound as if the Macedonian capital were preparing to host the next olympics. It&#8217;s actually about classical origins: Skopje will be revamped in a neo-classical style with the aim of strengthening national identity, attracting foreign tourists and, according to some, further provoking Greece, in the name of the dispute that started when Macedonia became independent in 1991</em></address>
<p>I haven’t even landed properly in <strong>Skopje</strong> and I can see it already: a neon homage to one of the greatest figures of the antique world, whose disputed origins have become an emblem of the Greek-Macedonian conflict. On top of the tiny, shabby airport building &#8211; more reminiscent of communism than of antiquity &#8211; there it is, flashing in neon letters. The overall impression is emphasised by the last letter failing to light up: Skopje ‘Alexander the Great’ Airport.</p>
<h2 id="ext-gen7276">Macedonia – cradle of civilisations?</h2>
<p id="ext-gen7277">The airport’s new name coincided with the arrival of the <a id="ext-gen22035" title="Macedonia elections on cafebabel.com" name="ext-gen22035" href="http://www.cafebabel.co.uk/article/1912/macedonias-rocky-road-to-democracy.html"></a><a href="http://www.cafebabel.co.uk/article/1912/macedonias-rocky-road-to-democracy.html" target="_blank">new nationalist government in 2006</a>. It symbolises the start of the phenomenon of Macedonia’s ‘antiquisation’, as critics call the country’s new-found obsession with its classical roots. An average westerner knows next to nothing about this country, so the sight of an advert outside the airport reading ‘Welcome to the cradle of civilisations’ appears a bit contradictory.</p>
<p id="ext-gen7278">I have flown in from Italy, where the first association with the word ‘Macedonia’ is ‘fruit salad’ rather than a former Yugoslav country (‘macedonia’ means ‘fruit salad’ in romance languages). Etymology dictionaries state that the Italian and French words for fruit salad actually derive from the ethnic diversity of Alexander the Great’s empire, which modern-day Macedonia traces itself back to. The map of the ancient Macedonian empire does indeed comprise the territory of today’s FYROM (Former Yugoslav Republic of Macedonia), yet Greeks claim that contemporary Macedonia <a href="http://www.spiegel.de/international/world/0,1518,544167,00.html" target="_blank">has nothing to do with that of Alexander Magnus.</a></p>
<h2 id="ext-gen7279">Skopje 2014</h2>
<p id="ext-gen7280">In Skopje’s city centre, construction work on buildings, monuments, statues and fountains praising the presumed ancient roots of today’s Macedonians cluster around the central figure of the project: a 28-metre tall statue of Alexander the Great. The mysteriously named ‘equestrian warrior’, so-called so as to avoid further upsetting the Greeks, was <a href="http://www.guardian.co.uk/world/2011/aug/14/alexander-great-macedonia-warrior-horse?INTCMP=SRCH" target="_blank">erected in June.</a></p>

<p id="ext-gen4848">Even the harshest critics admit it is impressive how quickly these constructions are being executed, and acknowledge <a id="ext-gen22097" title="Balkan Insight article on Skopje 2014" name="ext-gen22097" href="http://www.balkaninsight.com/en/gallery/skopje-2014"></a><a href="http://www.balkaninsight.com/en/gallery/skopje-2014" target="_blank">Skopje 2014</a> to be the country’s first significant investment in culture and architecture in the last three decades. What upsets many locals however is how much this money is needed elsewhere. ‘People don’t have bread and they are pouring millions into statues’, says taxi driver Bojan, 36. Milos, a 32-year-old engineer, agrees. ‘There are a million holes in Macedonia’s roads – instead of fixing those, the government is wasting money on national ego bullshit to gain cheap political points,’ he says, adding other local parties are no better. ‘That’s why in the last three elections I voted for Chuck Norris,’ adds Milos, who also has a degree in political science. During the 2009 elections there was apparently a ‘vote for Chuck Norris’ facebook group with thousands of fans. ‘You should see the state of Skopje’s hospital to understand where those millions should have gone,’ says Rob, a 26-year-old Irishman who is married to a Macedonian.</p>
<p id="ext-gen3841">According to Svetlana, a member of <a id="ext-gen3851" title="Arhi-brigada's official site" name="ext-gen3851" href="http://pab.blog.mk/"></a><a href="http://pab.blog.mk/" target="_blank">Arhi-brigada</a>, an informal guerrilla organisation of architecture students in Skopje, Skopje 2014 is a ‘kitsch parade’ which resembles a ‘theme park’ more than it does the new heart of the<em>Arhi-brigada proclaims that ‘architects can change the world’</em> city. ‘We will even get our own millennium wheel modelled on the London eye’, she says, scornful of government ambitions to attract foreign tourists’ admiration through what she calls ‘populist’, ‘turbo-folk’ and ‘just do it’ architecture.</p>
<h2 id="ext-gen7291">Ping pong effect</h2>
<p id="ext-gen3925">After seeing how pompous and expensive Skopje 2014 seems, I assume that getting interviews from the authorities will be simple. This turns out to be far from true: no matter which government body I contact (the municipality, the culture ministry, the prime minister’s office…), I am ‘ping-ponged’ to yet another institution with the excuse from the municipality that ‘we are only executing the project’, while the government claims that ‘we are just paying for the project’. The closest I get to an interview from the authorities is an accidental phone call when the assistant for Skopje’s former mayor <a id="ext-gen22184" title="Former mayor of Skopje" name="ext-gen22184" href="http://www.skopje.gov.mk/EN/DesktopDefault.aspx?tabindex=0&amp;tabid=13%20"></a><a href="http://www.skopje.gov.mk/EN/DesktopDefault.aspx?tabindex=0&amp;tabid=13%20" target="_blank">Trifun Kostovski</a> calls me back, only to find out she had dialled my number by mistake and hang up, never to call again! Local journalists later confirm my doubts: the government is not keen to talk to the media due to fears of a negative media campaign, and they are also trying to avoid revealing how much the project will cost. ‘It was originally announced that the cost would be 80 million euros, but according to all current estimates the real cost is more than 200 million,’ a journalist from a Skopje-based newspaper explains, when I ask why no detailed documents describing the project are available. Apparently, neither citizen participation nor expert consultations were given enough space in the project approval procedure.</p>
<p id="ext-gen7295">However, one local artist who worked on one of the statues has a positive view of the project, claiming that many statues were quality works of art. He asks to remain anonymous as he doesn’t want to advertise himself ‘as a supporter of the government’. ‘Skopje 2014 will help us to commemorate parts of history which we had forgotten about due to five hundred years of ‘the dark ages’ caused by Turkish rule,’ he claims. We’re siting in the so-called ‘Turska’ or ‘stara carsija’ (Turkish town, or old town), the oldest and the most picturesque quarter of Skopje, dominated by a mosque.</p>
<p>A few steps away, I find old artisan shops with Tito’s portraits on the walls, their owners nostalgically remembering communist Yugoslavia as well as their Slav roots. In the evening, rock, jazz and house music from local bars mix with the imam’s chant, giving off a strong impression that the ‘soul’ of this city is much closer to the colourful simplicity of ‘carsija’ than to the lustrous constructions of Skopje 2014. Rather like that last neon letter failing to light up.</p>

<div>Mirko and Nenad would like to forget the night when the Podgorica police caught them being intimate in a park and decided to teach them a lesson by beating them up and leaving them in the dark with no clothes. Naked, they returned home discretely and tried to conceal all traces of this ‘disgrace.’</div>
<div>
<p>“These guys felt there was no climate of tolerance in Montenegro, so any attempt to process this case would do them more harm than good,” remarks Aleksandar Sasa-Zekovic, a human rights researcher and a member of the Council for Civil Control of Police.</p>
<p>One of the few people who knew about this case, Zekovic received confirmation of the men’s story from police sources. “I had everything I needed to take this case to court except what mattered most, the consent of one of the victims,” he adds. Four years on, none of the police officers involved have been held accountable and the public never found out what happened to the two men, whose real names have had to be concealed.</p>
<p><em><strong>Data gives a false picture</strong></em></p>
<p>The small number of registered incidents of homophobia in Montenegro should not be interpreted as a sign of tolerance. Even if they report attacks, victims of homophobic violence tend to avoid any mention of sexual orientation. Consequently, statistical data does not reflect the actual level of homophobia in the country.</p>
<p>25-year-old Ivan (not his real name), a student from Podgorica, had his cheekbone broken a couple of years ago while protecting his boyfriend from an attacker. While beating him, his assailant yelled: “Bloody queer, we’ll kill all of you!” The eardrum of Ivan’s partner was punctured. They both ended up in an emergency ward, while their assailant escaped.</p>
<p>A police inspector questioned them in hospital. “We only told him part of the story and never mentioned the true cause of the incident,” Ivan recalls. “We told him a guy tried to snatch our umbrella in the rain and attacked us when we resisted.” This remains the official version.</p>
<p>“At home, I said my cheek-bone was broken in a club in a fight that I did not start, but had just happened to be there,” he adds.</p>
<p><em><strong>Ancient taboo</strong></em></p>
<p>The patriarchal culture of this small country, with a population of only 620,000, has shaped a mentality that makes it difficult for alternative sexual orientations to be accepted. Although Montenegro was one of the first former Yugoslav republics to decriminalise homosexuality, doing so in 1977, most citizens still view homosexuality as a disorder. “Montenegro is well known for its traditional, patriarchal and tribal attitudes that determine people’s positions on numerous social issues and phenomena,” Srdjan Vukadinovic, a sociology professor from the Montenegrin Social Research Center, explains. “That is why societal change is taking place much more slowly than in neighbouring countries.”</p>
<p>There is little to indicate that a change in people’s attitudes is imminent. Social and political leaders mostly keep quiet on the subject of sexual orientation or express negative views, while the media rarely cover themes related to the gay and lesbian community, which has no leaders to articulate their demands in public.</p>
<p><em><strong>Tool for blackmail</strong></em></p>
<p>Because people’s alternative sexual orientations remain closely-guarded secrets, homosexuality is often used for blackmail. “When you have a traditional mentality like that in Montenegro, being targeted as a homosexual is the least desirable thing,” Zekovic says.</p>
<p>It can be easier to harm someone’s reputation in Montenegro by saying they are gay than by saying they are corrupt or have broken the law, he adds. Zekovic accuses Montenegro’s political elite of routinely using allegations of homosexuality as tools to discredit rivals and opponents. Individuals outside of politics often do the same. Victims from all sectors of society usually omit any public mention of the homophobic aspect of threats they receive, in order to protect their privacy in an intolerant environment.</p>
<p>In August this year, ‘D.M.’ from Podgorica extorted 100 euros from a gay man in exchange for keeping silent about his sexuality. But when he demanded another 30 euros, the victim reported the case and ‘D.M.’ was indicted for blackmail. It is not known whether the victim will claim discrimination based on sexual orientation, however. If not, another crime involving homophobia will pass unrecorded.</p>
<p><em><strong>The Slovenian experience</strong></em></p>
<p>On the surface, members of the gay community appear better off in the former Yugoslav republic of Slovenia. A Lesbian, Gay, Bisexual and Transgender, LGBT, movement has been active there for 25 years and the community enjoys the protection of anti-discriminatory legislation. Same-sex couples can register as civil partners.</p>
<p>Yet the culture of concealment is still strong, and research suggests that up to 92 per cent of Slovenes who have experienced homophobic violence, have never reported it. Jasna Magic, of the Povej Naprej project, which monitors homophobic violence, says internalised homophobia explains why most of Slovenia’s gay community fail to report attacks. Like their counterparts in Montenegro, they tend to play down or even deny the crimes committed against them. “Internalised homophobia means that, deep down, we believe something is wrong with us,” Magic says. “That is why we find justification for hate crimes.”</p>
<p><em><strong><br />
Keep safe, stay invisible</strong></em></p>
<p>“Invisibility becomes the key survival strategy for LGBT persons in hostile environments,” Morten Kjaerum, director of the European Union Agency for Fundamental Rights, FRA, states in a study published in April 2009.</p>
<p>If an “invisibility strategy” remains widespread even in tolerant EU countries, as the FRA study claims, it is no surprise that it is more pronounced in the Balkans. Montenegro’s homosexuals and bisexuals try to pass unnoticed and only organise meetings in strict privacy. Acquaintances are made online or through existing networks of LGBT friends.</p>
<p>There is no official estimate of the number of LGBT persons in Montenegro, but if, as the global LGBT community unofficially estimates, between 5 and 10 per cent of any population is either bisexual or gay, then the likely number in Montenegro reaches tens of thousands.</p>
<p>Gay parties in Montenegro are usually organised in the apartments of older, well-off gay men. Only selected friends are invited. “If you went to a party like this in the West, you could take along anyone who was fun, but in Podgorica you are expected to bring a gay man looking for a boyfriend,” complains 28-year-old Marko from Podgorica.</p>
<p>Another form of socialising takes place in ‘cruising’ areas, usually parks. Gay men meet there, usually at night, and become intimate often without introducing themselves. The LGBT community is divided on this. Conservative gays disapprove, but others, like Marko, say this aspect of the gay scene is similar to those in Amsterdam or Barcelona.</p>
<p>The only difference is that cruising areas are one of many available options in more tolerant environments. In Montenegro, it is one of the few options available for members of the LGBT community to meet without attracting unwanted attention.</p>
<p>Nudist beaches provide another place where gay men can express their sexuality, and are very popular with the gay community in summer. Marko says that heterosexuals who go to nudist beaches “tend to be more open-minded and less likely to be scandalised by the sight of two persons of the same sex being intimate” than mainstream Montenegrins, which is why such locations are favoured.</p>
<p>Apart from parks and beaches, members of Montenegro’s LGBT community avoid congregating in public. Some say they do not feel the need to express their sexual orientation outdoors. Slovenian professor of Gay and Lesbian Studies, Roman Kuhar says this may reflect internalised homophobia. Heterosexuals feel no such need for privacy, he notes. “Every time you see a heterosexual couple holding hands, they are signalling their sexual orientation,” Kuhar says.</p>
<p><em><strong>Foreign virus</strong></em></p>
<p>The absence of LGBT persons from the public sphere allows traditionalists to claim that homosexuality barely exists in Montenegro or has only been “imported” from the West. These views receive validation from church leaders. Homosexuality is a “psychological and emotional deviation,” Gojko Perovic, chancellor of the Faculty of Theology in Cetinje, says.</p>
<p>Similarly conservative views emanate from the world of psychiatry. On January 11, 2007, the daily newspaper Pobjeda quoted psychiatrist Borislav Mitric, describing homosexuality “as a basic drives disorder”. Zekovic says it was a disgrace that this drew no reaction from Mitric’s colleagues, who should have pointed out, for example, that the World Health Organisation removed homosexuality from the list of mental disorders in 1990.</p>
<p><em><strong><br />
Behind Kosovo and Macedonia</strong></em></p>
<p>The determination of people of alternative sexual orientation in Montenegro to keep a low profile could explain the failure of the few attempts made at organised action. Last July, users of the online Montenegro-Gay Forum tried to organise an unofficial meeting at the Greenwich cafe in Podgorica. Although the event was billed as the first gay night-time event in Montenegro, only a dozen people showed up.</p>
<p>“At least 20 other gay guys were sitting in the cafe’s garden, although we had an agreement to go inside,” one member who attended the event commented later on the group website. “They lacked the guts to come in and be recognised.”</p>
<p>The only action against homophobia in Montenegro this year was the distribution of flyers in Podgorica by Juventas, a youth organisation, on May 17, the international day against homophobia. Although the event took place on a quiet Sunday morning, it still met with homophobic opposition. One teenage girl tore Juventas’ posters off a nearby wall, while a group of boys refused to take flyers and yelled abuse from a distance. After a group of football fans known as the ‘Varvari’ (barbarians) threatened to attack the students, the scheduled afternoon session was called off.</p>
<p>Milos, a student from Podgorica, thinks LGBT activism in Montenegro is non-existent because of a lack of motivation. Montenegro remains the only country in Europe without a specific LGBT organisation. Even such small, traditionalist states as Albania, Bosnia, Kosovo and Macedonia have at least one LGBT organisation.</p>
<p>Bjorn van Roozendaal, from Dutch LGBT organisation COC, which financed the only LGBT organisation ever to have existed in Montenegro, Slobodna Duga (Free Rainbow), recalls that the coordinator of this body “disappeared in 2006 together with the money allocated for LGBT projects”. This undermined the willingness of foreign LGBT organisations to fund other such groups in Montenegro.</p>
<p><strong><em>Like Croatia 15 years ago</em></strong></p>
<p>Marko Jurcic, from the organising committee of the Zagreb Pride March, says the situation in Montenegro reminds him of Croatia in the nineties. But fear of homophobic attacks does not justify the current lack of initiative, he adds. He recalls the guerrilla-style actions carried out in post-war Croatia, when activists put up anti-homophobic posters at night.</p>
<p>Croatia’s example suggests that overcoming homophobia is time-consuming and strenuous. Increased visibility by homosexuals can initially trigger even stronger negative public reactions. In Croatia, whose LGBT movement is 15 years old, homophobic attacks still occur, with around 40 registered in Zagreb since 2002. In 2009, three men attacked a 27-year-old man who was returning from the June 13 Pride march, breaking his nose. The victim reported the case and the police have urged witnesses to aid the investigation.</p>
<p><em><strong>Gay people as ‘terrorists’</strong></em></p>
<p>Another worrying development in Croatia this year was the decision of the far-right Party of Pure Rights to stage an official Anti-Pride parade coinciding with Zagreb Pride. “They yelled and spat at us,” recalls Mica Tomic, an Orthodox cleric who grew up in the US and attended the march.</p>
<p>The president of the Party of Pure Rights, Josip Miljak, was unapologetic. Homosexuals “terrorise others and force their lifestyle upon the rest of Croatia,” he said.</p>
<p>But compared to Montenegro, the Croatian media demonstrates far greater sensibility towards LGBT rights. Another difference is that some Croatian politicians send supportive letters to Zagreb Pride. “That is nice, although we won’t be satisfied until we see them marching with us,” Franko Dota, one of the organisers of Zagreb Pride, says.</p>
<p>The only person who has dared to call for a Pride Parade in Montenegro was a Serbian activist, Atila Kovacs. When he made this suggestion on Montenegrin television in 2005, football fans gathered in front of the building to throw stones at him. Police arrested three people, but nobody was charged.</p>
<p>Sexual orientation is not explicitly mentioned in Montenegrin law, although, in theory, all minority rights are protected by the constitution. An anti-discrimination law specifically dealing with sexual minorities awaits adoption later this year. As this law is a prerequisite for the abolition of visa requirements for travel to European Union states, parliament is unlikely to block the bill.</p>
<p>However, the passage of a similar anti-discrimination law in Serbia last March sparked public hostility and, at one point, the bill was withdrawn at the request of religious leaders. Further, the law has not diminished the number of homophobic attacks. On the contrary, according to the Serbian media, they actually increased in the run-up to an announced Pride Parade on September 20.</p>
<p>Numerous attacks on gay clubs and individuals were registered, and Belgrade was covered with homophobic graffiti. In the end, the event was cancelled after police said they could not guarantee the safety of the marchers. The last parade in Belgrade, in 2001, faced extremely violent opposition, which is why no attempt had been made to organise another since.</p>
<p>Last year’s ‘Queer Festival’ in Sarajevo also triggered violent attacks, mostly from Islamic extremists. Rather than cancelling this year’s event entirely, the organisers decided to abandon public gatherings and workshops, and promote their message of tolerance through billboards and TV and newspaper adverts.</p>
<p><em><strong>Visibility is the key to change</strong></em></p>
<p>Although local research suggests that only 8 per cent of victims of homophobic violence in Slovenia report incidents, the small number of recorded cases has attracted attention and helped to gradually change society’s views on sexuality.</p>
<p>On June 25, while attending a literary event that was part of Ljubljana Pride Week, journalist and LGBT activist Mitja Blazic stepped outside a gay-friendly bar in Ljubljana to smoke when he was attacked by eight masked men. He needed three stitches in his head and he has not regained full function in the fourth finger on his right hand. The difference between Mitja and the two Montenegrin men at the beginning of this report, however, is that the Slovenian journalist immediately reported the hate crime, and the case is being processed.</p>
<p>Back in 2006, Mitja and his partner brought a court case asserting that Slovenian law on same-sex partnerships was discriminatory when compared to marriage. On July 2 this year, Slovenia’s Constitutional Court gave parliament six months to make same-sex civil partnerships more equal to marriage. “Discrimination against sexual minorities gets much more media attention in Slovenia than in Montenegro, but this is a result of 25 years of struggle,” Jasna Magic from LGBT NGO, Legebitra, says.</p>
<p>She insists that visibility is the catalyst of change: a community will only start to accept a phenomenon if they can see it. Slovenian sociologist Roman Kuhar agrees. Were an LGBT movement active in Montenegro, it could achieve the same results as those seen in Slovenia, and in less time because “the path has been trodden by others.” It remains to be seen whether Montenegro’s LGBT community will take this advice and whether the Montenegrin public will agree to free and open dialogue about issues of sexual orientation.</p>
